EUR 6.5 million investment helps Latvijas Pasts reinforce its position in the rapidly growing e-commerce market

State joint-stock company “Latvijas Pasts” is one of the largest providers of logistics and postal services in Latvia, its turnover last year reaching EUR 82.7 million and profits – EUR 3 million. The company employs approximately 1600 people, and customers across the country have access to more than 1000 service points, ranging from parcel lockers and customer service centres to mobile mail carriers and mailboxes. While maintaining its role as the national postal operator, Latvijas Pasts has also purposefully strengthened its position in the e-commerce, logistics, and parcel locker service segments in recent years. 

Although the Latvian parcel locker market is one of the most competitive in the Baltics and is served by several international and local delivery service providers, Latvijas Pasts has purposefully invested in the development of this infrastructure in recent years, and this has allowed the company to strengthen its position in a segment where demand continues to grow rapidly alongside the development of e-commerce. Currently, Latvijas Pasts owns the largest network of parcel lockers in the country (440 lockers) and some of them are located in regions and border areas where the presence of other delivery service providers is limited. 

“Latvijas Pasts has long since ceased to be merely a traditional postal operator. We are an integral part of e-commerce supply chains both in Latvia and internationally, and we are purposefully developing services that meet the habits and needs of today’s customers. Our goal is to become the customer’s first choice for parcel delivery in the Baltic market,” explains Ģirts Rudzītis, Chairman of the Board of Latvijas Pasts. 

Latvijas Pasts investments in the development of the parcel locker network directly reflect the changes that have taken place across the delivery industry in recent years. As e-commerce volumes continue to grow, the number of shipments is also increasing, while customer habits are changing. Whereas home delivery or in-person customer service locations were often the most popular choices in the past, parcel lockers are now gaining an increasing market share, allowing customers to receive their expected shipments at a time and place convenient for them. 

These changes are also clearly reflected in the company’s performance metrics. In 2025, the volume of domestic parcel locker shipments handled by Latvijas Pasts increased by an average of 130%, confirming the ever-growing demand for this type of delivery. In response to these trends and to strengthen its competitiveness, the company has also established strategic partnerships with other market players in recent years. As a result, customers have access not only to the company’s own network of 440 parcel lockers in Latvia, but also to its partners’ infrastructure across the Baltic states. In total, this provides access to approximately 1000 parcel lockers throughout the Baltics. 

However, the company emphasises that it is incorrect to pit traditional postal services against e-commerce. Letter delivery, press distribution, and other universal postal services continue to play a significant role, especially in regional areas. Another key aspect of the company’s operations is its participation in international logistics flows, handling shipments travelling between different countries around the world. In Riga, the company handles international e-commerce shipments, completes customs formalities, and prepares last-mile deliveries to Central Europe and the Nordic countries, including Lithuania and Estonia. 

Company data shows that currently, the most shipments from Latvia are sent to Germany, the United States, France, the United Kingdom, and Canada. Conversely, the most shipments arriving in Latvia come from Germany, Ukraine, the United Kingdom, the Netherlands, and Poland. 

“Many customers aren’t even aware that they’re receiving shipments that have been processed by Latvijas Pasts as part of global supply chains. This international presence gives us a solid foundation for further growth,” says Mr Rudzītis. 

To remain competitive in a rapidly changing market, the company is making targeted investments in infrastructure and technology development. In 2025, it made its largest investment in development over the past five years amounting to EUR 6.5 million. These funds were allocated to process automation, digital solutions, energy efficiency measures, infrastructure modernisation, and improving the customer experience. Last year, the company also launched a new website and a self-service portal for private customers. 

Despite being a state-owned company, it actively utilises various support programmes available for business development. With the support of the Investment and Development Agency of Latvia (LIAA), Latvijas Pasts has implemented several digitisation projects in recent years, including modernising its data storage infrastructure, as well as introducing self-service kiosks and artificial intelligence chatbots. Meanwhile, with support from ALTUM, the company received an EUR 850 000 capital discount to expand its parcel locker network and automate the mail sorting process.  

“Our goal is to become the first choice for customers in the Baltic market for parcel delivery, which is why we are investing in both digital solutions and customer service infrastructure. We are continuing to modernise our customer service centres, expand our parcel locker network, and build partnerships with local governments to provide residents with convenient and accessible services throughout Latvia. “The renewal of the company’s visual identity and strategic development on a Baltic scale are also part of this transformation,” says Mr Rudzītis. 

The quality of the company’s operations has also received international recognition: in the Universal Postal Union’s latest ranking, Latvijas Pasts was recognised as Europe’s most reliable postal operator, with particular praise for the quality and speed of incoming mail delivery.
