The "Green Corridor" initiative


The Green Corridor initiative provides an opportunity for merchants that are important to Latvia’s economy to receive public services from the state and local governments on a priority basis and within specified terms.
The initiative aims to promote export growth, attract investment, and foster the growth of the security industry by reducing the administrative burden and speeding up administrative coordination processes.
The initiative has been developed on the basis of Cabinet Regulation No. 277 of 6 May 2025, “Procedure for Ensuring the Priority Provision of Public Services to Merchants” (hereinafter – Cabinet Regulation No. 277). Merchants who meet the conditions specified in Cabinet Regulation No. 277 are entitled to receive state and municipal public services at least twice as quickly.
Who is it for?
The Green Corridor initiative is intended for Latvian merchants who play a significant role in the national economy, including companies with large exports, significant investments, or strategic projects.
Aid provided by the programme
- Priority access to state and municipal public services.
- Shortened terms for administrative approvals and service delivery – at least twice as fast as standard procedures.
Term
- The initiative has been in effect since 14 May 2025.
- Merchants are included in the list of “priority beneficiaries” for 36 months.
Non-eligible areas/Requirements
- A merchant must meet at least one of the specified criteria, for example:
- Export volume is at least EUR 5 000 000 and at least 50 employees.
- Investments amounting to at least EUR 5 000 000 and at least 50 employees.
- Planned priority project with investments and creation of new jobs.
- Military production projects with the appropriate opinion of the Ministry of Defence.
- Specific exclusion criteria, such as merchants with tax debts or sanctions.

Fill out the application in the e-service business.gov.lv or submit an application to LIAA (Investment and Development Agency of Latvia).
Latest news:
- On 6 February 2026, the list of merchants eligible to receive priority services was supplemented who, according to data provided by the Central Statistical Bureau, met the eligibility criteria 1 or 2 in 2023.
- On 14 May 2025, the LIAA began accepting applications in accordance with Cabinet Regulation No. 277.
Beneficiary
Merchant:
- Merchant registered in Latvia
- A registered foreign merchant or a commercial company of a member state that has a branch registered in Latvia within the meaning of the Commercial Law
Eligibility criteria
merchant must meet at least one of the following criteria:
The LIAA provides information on merchants who meet criteria 1 or 2 to the Central Statistical Bureau (hereinafter – CSB) by 15 November of the current year, and these merchants are not required to submit an application to the LIAA.
Criteria 1:
- has ensured the export of goods and services worth at least EUR 5 000 000 in the last reporting year;
- employs at least 50 employees in Latvia;
OR
Criteria 2:
- has made large-scale investments during the last two reporting years, with a total investment amount of at least EUR 5 000 000 (at least EUR 10 000 000 in the administrative territory of the Riga State City Local Government);
- employs at least 50 employees in Latvia;
Merchants who meet criteria 3 or 4 and wish to be included in the list of merchants eligible to receive priority services must submit an application to the LIAA.
Criteria 3 – the merchant plans to implement a priority project commissioned by itself or another merchant and meets the following criteria:
- the total investment amount is at least EUR 5 000 000 (at least EUR 10 000 000 in the administrative territory of the Riga State City Local Government) and the investment is made in one of the priority project areas;
- the planned number of new jobs created as a result of the project implementation over a three-year period is at least 20;
- it has financial resources of at least EUR 5 000 000 (at least EUR 10 000 000 in the administrative territory of the Riga State City Local Government) available for the implementation of the investment project, and this is confirmed by a relevant document justifying the availability of funding;
OR
Criteria 4 – the merchant plans to implement a military production project and has received an opinion from the Ministry of Defence on the compliance of the military production project with essential security interests related to the production of weapons, ammunition, and military equipment.
Priority project areas
Priority project areas:
- knowledge-intensive bio-economics;
- biomedicine, medical technologies, pharmacy;
- photonics and smart materials, technologies and engineering systems;
- smart energy, mobility, and net-zero emission technologies;
- information and communication technologies;
- construction, transport, or logistics, if the project is related to the provision of services and infrastructure in the areas referred to in Paragraphs 1, 2, 3, 4, and 5 of this section;
- tourism and international events;
- construction of low-rent housing and social housing;
- security and protection;
- ensuring the operation of international business service centres and providing services;
- projects where the average remuneration of employees in the previous reporting year is not less than the average remuneration of employees in the European Union in the previous reporting year.
Exclusion criteria
The following are not eligible to receive priority services:
- merchants who, on the date of the LIAA evaluation, have been assigned a C, N, or J corporate taxpayer rating by the State Revenue Service;
- merchants subject to international or national sanctions;
- capital companies in which the Russian Federation or the Republic of Belarus, their citizens or legal entities registered in the Russian Federation or the Republic of Belarus (hereinafter – persons of Russian or Belarusian origin) have a direct or indirect decisive influence;
- partnerships whose members are persons of Russia or Belarus or in which these persons have a decisive influence;
- merchants who have been excluded from the list of merchants entitled to receive priority services in the last three years;
- merchants – regarding requests for which the Ministry of Foreign Affairs or the Office of Citizenship and Migration Affairs, in accordance with laws and regulations on the employment of foreigners, have found that a citizen of a country is being invited who, when reviewing a visa or residence permit application, requires additional verification.
Application submission
A merchant who does not meet criteria 1 or 2 in the section “Eligibility Criteria” but meets criteria 3 or 4 and wishes to be included in the list of merchants who are entitled to receive priority services, must submit an application to the LIAA.
The application must be submitted in one of the following ways:
- www.business.gov.lv e-service;
- to the LIAA e-mail address pasts@liaa.gov.lv signed with a secure electronic signature;
The application must be prepared in accordance with the application form developed by the LIAA.
Documents to be attached to the application:
- documents confirming the availability of funding, if the merchant does not plan to implement a military production project;
- if the merchant plans to implement a military production project:
- an opinion on the conformity of the military production project with essential security interests related to the production of weapons, ammunition, and military equipment, or a description of the military production project’s compliance with essential security interests related to the production of weapons, ammunition, and military equipment. The description must include information in accordance with this form;
- a list of services provided within the framework of public administration tasks for which accelerated decision-making is required and which are included in the Annex to the Regulations. The list form is available here.
- if the merchant is the customer of the priority project and the project will be implemented by another merchant – the contractor, a confirmation from the project contractor of compliance with the criteria specified in Sub-paragraphs 6.1, 6.2, 6.3, 6.4, or 6.5 of the Regulations in accordance with this form.
Evaluation
Upon receiving a list of merchants from the Central Statistical Bureau that meet criteria 1 or 2, the LIAA:
- evaluates whether any of the merchants included in the list are subject to any of the exclusion criteria;
- by 15 December of the current year, includes in the list published on www.business.gov.lv those merchants who meet criteria 1 or 2 and to whom none of the exclusion criteria apply, and send a notification of inclusion in the list to the merchant.
Upon receiving an application from a merchant that meets criteria 3, the LIAA:
- verifies the merchant’s compliance with the eligibility criteria 3 and checks whether any of the exclusion criteria apply to the merchant;
- within 10 working days, makes a decision on the inclusion of the merchant in the list of merchants who are eligible to receive priority services;
- within 1 working day after sending a positive decision to the merchant, includes the merchant in the list published at www.business.gov.lv.
Upon receiving an application from a merchant that meets criteria 4, the LIAA:
- verifies the merchant’s compliance with the eligibility criteria 4 and checks whether any of the exclusion criteria apply to the merchant;
- if no opinion has been submitted by the Ministry of Defence on the compliance of the military production project with essential security interests, the application, together with a description of the compliance of the military production project with essential security interests related to the production of weapons, ammunition, and military equipment, is sent to the Ministry of Defence for an opinion within 2 working days of receipt of the application;
- within 10 working days, makes a decision on the inclusion of the merchant in the list of merchants who are eligible to receive priority services;
- within 3 working days after sending a positive decision to the merchant, LIAA informs the responsible state institutions indicated in the application regarding the priority services to be provided about the inclusion of the merchant in the list.

Merchants who meet any of the eligibility criteria and are not subject to any of the exclusion criteria are included in the list of merchants eligible to receive priority services for 36 months.

Please note that the list of merchants published at www.business.gov.lv does not include merchants that are included in the list in accordance with the eligibility criteria 4 or plan to implement a military production project due to restricted access to information. The LIAA informs service providers individually about the inclusion of these merchants in the list.
