Several projects are being implemented in Latvia, which aim to improve the digital skills of company employees, promoting digitalization, automation and innovation in various sectors. These projects are financed from the European Union Recovery Fund and other sources, offering training with co-financing or even completely free of charge.

Local economic strengthening initiatives LEADER
Program description
LEADER CLLD (Community-led Local Development) is a European Union support initiative program designed to promote rural development, particularly by encouraging local residents to participate in decision-making about the future of their communities. The measure is implemented through local action groups (LAGs), which organize calls for project proposals and carry out an initial assessment of project ideas in accordance with the Strategy.
The measure is administered by the Rural Support Service.
Who can apply
Legal or natural persons who are starting or carrying out economic activities;
Turnover of no more than EUR 350,000 in the year preceding the submission of the project
Type of support
- Creation/development of products and services;
- Improvement of the production and sales environment (markets, platforms, e-shops);
- Building recognition;
- Creation of quality working conditions.

- Support intensity: 40% (up to 75%)
- Max. eligible costs: EUR 200,000
Availability
Loan for biomethane production
Program description
The program is still under development! Altum support with a capital discount for the creation of new biomethane production facilities and the construction of biomethane transmission connections or the purchase of a biomethane transportation kit.

Loans for centralized heat supply
Program description
The program is still under development! Altum support with capital discounts for investments in energy efficiency and renewable energy resources (AER) in centralized heat and cold supply.

Availability
As all funding for both high‑readiness and low‑readiness projects has already been reserved based on applications submitted during the program’s first two months, the acceptance of new applications is now suspended.
Loans for farmers
Program description
Altum offers loans to micro, small, and medium-sized businesses that are involved in the primary production and processing of agricultural products, fishing, and aquaculture, as well as the initial processing of these products. Loans can also be applied for by natural persons (e.g., self-employed persons, sole traders), farms, associations, foundations, cooperatives, etc., which have registered their economic activity with the State Revenue Service or the Register of Enterprises.

Guarantees for farmers
Program description
Altum offers guarantees to farmers. The guarantee can be used to secure investment loans, working capital loans, financial leasing, factoring, etc. Supported by the Ministry of Agriculture and the Rural Support Service.

Increasing the Accessibility of Community-Based Social Services (4.3.5.1. Phase 4, 2nd Call), CFCA
Program description
In the second call of the 4th phase of the EU fund program developed by the Ministry of Welfare, support will be provided to projects that ensure the accessibility of community-based social services for target group individuals. The aim is to enhance their social skills and improve their functional capacities.
Who can apply
- Social service providers (associations, foundations, LLCs, etc.).
- Municipalities or social service providers established by a municipality.
Type of support
- Provision of community-based social services to the target group individuals specified in the SO (Specific Objective) Cabinet Regulations.
- Purchase or lease of material and technical equipment for the provision of community-based social services.
- Supervision and training for the specialists of the funding recipient for work with the target group individuals specified in the SO Cabinet Regulations.
Note: Community-based social services must be provided to a single target group individual for a minimum of 18 months, but no longer than 24 months.
Support
Grant. European Social Fund Plus (ESF+) funding covers 85% of the project's total eligible costs, with 15% national co-financing. Municipalities (or their service providers) cover this from their own financial resources. * Private/NGO social service providers are provided with state budget funding for this portion.
Availability
Project applications will be accepted by the Central Finance and Contracting Agency (CFCA/CFLA) tentatively from the end of April/beginning of May 2026.
