Conditions

The entrepreneur must meet at least one of the specified criteria, for example:

  • Export volume of at least 10,000,000EUR and at least 50 employees
  • Awarded strategic project status
  • Planned priority project with investments (total investment volume of at least 5,000,000EUR (in the administrative territory of the Riga City Municipality – at least 10,000,000EUR) and creation of new jobs (at least 20)
  • Military production projects with appropriate opinion of the Ministry of Defence

Beneficiary

Merchant: 

  • Merchant registered in Latvia
  • A registered foreign merchant or a commercial company of a member state that has a branch registered in Latvia within the meaning of the Commercial Law

Eligibility criteria

Merchant must meet at least one of the following criteria:

Criteria 1

The LIAA receives information on merchants who meet Criteria 1 from the Central Statistical Bureau (hereinafter – CSB) by 15 November of the current year. These merchants are not required to submit an application to the LIAA.

*CSB uses the statistical value of exports to determine export volumes, calculated in accordance with its foreign trade statistics methodology. CSB data on Latvia’s foreign trade is compiled from several data sources. Information on trade with non-EU countries is obtained by the CSB from the customs cargo declarations of the Customs Administration of the State Revenue Service. Data on trade with European Union member states are collected and compiled using the monthly reports of the Intrastat foreign trade statistics data collection system.
Criteria 2

Merchants that meet Criteria 2 are included in the list by LIAA based on a decision adopted by the European Commission or LIAA. These merchants must submit an application through the EU SendWeb communication portal instead of submitting it to the LIAA.

Strategic project status

A merchant planning to implement a project that has been granted:

  • Net-Zero Strategic Project status determined by LIAA, in accordance with the conditions of Regulation (EU) 2024/1735. See more information (PDF)

or

  • Strategic Project status for Critical Raw Materials determined by the European Commission, in accordance with the conditions of Regulation (EU) 2024/1252. See more information (PDF)
Criteria 3

Merchants who meet Criteria 3 and wish to be included in the list of merchants eligible to receive priority services must submit an application to the LIAA. 

The merchant plans to implement a priority project commissioned by itself or another merchant and meets the following criteria:

Proof of fundingConfirmed by a relevant document justifying the availability of funding
Criteria 4

Merchants who meet Criteria 4 and wish to be included in the list of merchants eligible to receive priority services must submit an application to the LIAA.

Opinion of the Ministry of DefenseThe merchant has received an opinion from the Ministry of Defence on the compliance of the military production project with essential security interests related to the production of weapons, ammunition, and military equipment.

Priority project areas

Priority project areas:

  1. knowledge-intensive bio-economics;
  2. biomedicine, medical technologies, pharmacy;
  3. photonics and smart materials, technologies and engineering systems;
  4. smart energy, mobility, and net-zero emission technologies;
  5. information and communication technologies;
  6. construction, transport, or logistics, if the project is related to the provision of services and infrastructure in the areas referred to in Paragraphs 1, 2, 3, 4, and 5 of this section;
  7. tourism and international events;
  8. construction of low-rent housing and social housing;
  9. security and protection;
  10. ensuring the operation of international business service centres and providing services;
  11. projects where the average remuneration of employees in the previous reporting year is not less than the average remuneration of employees in the European Union in the previous reporting year.

Exclusion criteria

The following are not eligible to receive priority services:

  1. merchants who, on the date of the LIAA evaluation, have been assigned a C corporate taxpayer rating by the State Revenue Service;  
  2. merchants subject to international or national sanctions;
  3. capital companies in which the Russian Federation or the Republic of Belarus, their citizens or legal entities registered in the Russian Federation or the Republic of Belarus (hereinafter – persons of Russian or Belarusian origin) have a direct or indirect decisive influence;
  4. partnerships whose members are persons of Russia or Belarus or in which these persons have a decisive influence;
  5. merchants who have been excluded from the list of merchants entitled to receive priority services in the last three years;
  6. merchants – regarding requests for which the Ministry of Foreign Affairs or the Office of Citizenship and Migration Affairs, in accordance with laws and regulations on the employment of foreigners, have found that a citizen of a country is being invited who, when reviewing a visa or residence permit application, requires additional verification.

Application submission

When an Application Must Be Submitted

An application must be submitted if the company meets:

  • Criterion 3 – priority investment project;
  • Criterion 4 – military production project.

An application does not need to be submitted if the company meets:

  • Criterion 1 – large exporter;
  • Criterion 2 – implementer of a strategic project.

    LIAA receives information regarding the business's compliance with Criterion 1 or 2 automatically.

Submitting an Application

The application must be submitted in one of the following ways:

  • By completing the digital application form via the portal www.liaa.business.gov.lv;
  • By sending the application form (signed with a secure electronic signature) to the LIAA email address pasts@liaa.gov.lv.

 

Additional documents to be submitted
  1. If the business does not plan to implement a military production project - documents proving the availability of funding*.

    If the business plans to implement a military production project - an opinion from the Ministry of Defence on the military production project's compliance with essential security interests related to the production of weapons, ammunition, and military equipment. Detailed information on receiving the opinion is available on the Ministry of Defence website.

  2. If the business plans to implement a priority project commissioned by another business - a project summary prepared by the project commissioner. The summary is prepared and signed by the project commissioner in accordance with this form.
  3. If the business plans to implement a project that corresponds to the priority sector “Construction, transport, or logistics, if the project is related to the provision of services and infrastructure in the sectors specified in points 1, 2, 3, 4, and 5” - a confirmation from the business to which the service or the establishment of the respective infrastructure will be provided. The confirmation is completed and signed by the recipient of the service or infrastructure in accordance with this form.

 

*Documents Proving the Availability of Funding 

Within the framework of the “Green Corridor” initiative, no specific documents have been prescribed to demonstrate the availability of funding. However, the submitted document(s) must provide assurance that the company has access to at least EUR 5,000,000 (at least EUR 10,000,000 within the administrative territory of the City of Riga) and that these funds are intended to be invested in the implementation of the project.

A supporting document demonstrating the availability of funding may include, for example:

  • An agreement concluded with a credit institution registered in the European Union or the European Economic Area for the provision of financing for the implementation of the project in the amount of at least EUR 5,000,000 (at least EUR 10,000,000 within the administrative territory of the City of Riga);
  • An agreement concluded with a related party for the provision of financing for the implementation of the project in the amount of at least EUR 5,000,000 (at least EUR 10,000,000 within the administrative territory of the City of Riga), provided that the equity or unrestricted funds reported in the related party’s most recently completed annual report amount to at least 100% of the aforementioned financing amount;
  • A decision of the project applicant’s Management Board on securing financing for the implementation of the project in the amount of at least EUR 5,000,000 (at least EUR 10,000,000 within the administrative territory of the City of Riga), provided that the equity or unrestricted funds reported in the project applicant’s most recently completed annual report amount to at least 100% of the aforementioned financing amount.

Important!

If the availability of funding is demonstrated based on the data reported in the company’s annual report or funds held in a bank account, the application must also be accompanied by the relevant company’s annual report or bank account statement.

Evaluation

Procedure for Including Merchants in the List

Depending on which eligibility criterion the company meets, LIAA takes the following actions.

 
Criterion 1 – large exporter

Upon receiving a list of merchants from the Central Statistical Bureau that meet criteria 1, the LIAA:

  1. evaluates whether any of the merchants included in the list are subject to any of the exclusion criteria;
  2. by 15 December of the current year:
    • includes in the list published on liaa.business.gov.lv those merchants who meet criteria 1 and to whom none of the exclusion criteria apply; 
    • sends a notification of inclusion in the list to the merchant.

 

Criterion 2 – implementer of a strategic project

Upon receiving information that a merchant (company) meets criteria 2, LIAA:

  1. within 10 working days:
    • includes the merchant in the list published on liaa.business.gov.lv;
    • sends the decision on inclusion in the list to the merchant;
  2. within 3 working days after sending a positive decision to the merchant, LIAA informs the relevant state institutions responsible for providing priority services of the merchant’s inclusion in the list.

 

Criterion 3 – priority investment project

Upon receiving an application from a merchant that meets criteria 3, the LIAA:

  1. verifies the merchant’s compliance with the eligibility criteria 3 and checks whether any of the exclusion criteria apply to the merchant;
  2. within 10 working days, makes a decision on the inclusion of the merchant in the list of merchants who are eligible to receive priority services;
  3. within 3 working days after sending a positive decision to the merchant, LIAA informs the relevant state institutions responsible for providing priority services of the merchant’s inclusion in the list;
  4. within 1 working day after sending a positive decision to the merchant, includes the merchant in the list published at www.liaa.business.gov.lv.

 

Criterion 4 – military production project

Upon receiving an application from a merchant that meets criteria 4, the LIAA:

  1. verifies the merchant’s compliance with the eligibility criteria 4 and checks whether any of the exclusion criteria apply to the merchant;
  2. within 10 working days, makes a decision on the inclusion of the merchant in the list of merchants who are eligible to receive priority services;
  3. within 3 working days after sending a positive decision to the merchant, LIAA informs the relevant state institutions responsible for providing priority services of the merchant’s inclusion in the list.

Merchants are included in the list for 36 months.

 

Important!

Please note that the list of merchants published at www.liaa.business.gov.lv does not include merchants that are included in the list in accordance with the eligibility criteria 4 (plan to implement a military production project) due to restricted access to information. The LIAA informs service providers individually about the inclusion of these merchants in the list. 

The following are not eligible to receive priority services:

  1. merchants who, on the date of the LIAA evaluation, have been assigned a C corporate taxpayer rating by the State Revenue Service;
